Dear Secretary General Ban Ki Moon (United Nations)
The UN actions over Sri Lanka has been atrocious to date where the UN and IC have failed under international law their mandatory obligation to proactively act to prevent the Genocide and massacre of Tamil Civilians during the final stages of the war in 1H 2009 and IDP's held in Nazi-style concentration camps and have continuously failed to address, in a timely fashion, the call to investigate serious war crimes and breeches of crimes against humanity.
Sir, you have stated that Sri Lanka should conduct its own investigation of war crimes and crimes against humanity and sought personal promise from Rajapaksha to conduct such an investigation. It should be very obvious to the UN and yourself that GoSL have no intentions to honouring their promise. This should have been very obvious with your telephone conversation last Friday, where AFP has reported that Rajapakse was "emphatic" in his objections to you in setting up the panel of experts [Yahoo Sat Mar 6, 6:15 am ET].
Honourable Navi Pillai, UN High Commissioner for Human Rights has already stated that her office is in a clear understanding that national investigations "have not worked so far". This is further supported by recent statements from GoSL Human Rights Disaster Management Minister Mahinda Samarasinghe and Defense Minister Rajapaksa rejection for such an investigation.
Sir, you have a moral obligation and a Duty of Office to ensure such serious and flagrant war crimes and crimes against humanity are thoroughly and independently investigated and any parties found guilty - whether GoSL or any surving LTTE senior officials should be made accountable.
Its important the UN officials should not hide behind the excuse of nation pressure groups who themselves are questionable in their actions with complicity to genocide and support lent to GoSL with the so-called war on terror.
Therefore, its imperative that your personal panel of advisers are given clear instructions to ensure the UN credibility is maintained and international law upheld [even though seriously marred and actions made questioable during the unfolding of 2009 'bloodbath' events] and review matters in an impartial manner - which enables you to exercise your discretionary powers to call for an independent commission to investigate Sri Lanks's War Crimes and Crimes against Humanity.
We look forward to the UN prompt actions.
