The panel, which said that tens of thousands of civilians may have been killed, called for an independent international inquiry to be held, though none has taken place.
Among the allegations was the "systematic" shelling of a supposed "no-fire zone" where a makeshift clinic was located..
The dossier compiled by the ICJA claims to both "corroborate and substantiate" the claims made by the UN panel and says that more than two years after the conclusion of fighting in Sri Lanka, no-one has been charged or tried over what took place.
Speaking last night from Sydney, Mr Dowd confirmed that his association believed there was sufficient evidence for the Australian police to take action, but refused to be drawn on which individuals ought to be charged.
"We are not commenting on which individuals may or may not be named. We have handed over the information to the police for them to take action," he said.
Sri Lanka has always stridently denied allegations of war crimes or misconduct and says it was engaged against an enemy that had for years used brutal tactics against civilian and military targets alike.
For a long time it denied any civilians had died during the operation against the LTTE, though more recently it has conceded that it "it was impossible" to avoid civilian deaths despite the military’s best efforts, given the magnitude of the fighting and ruthlessness of the opponent.
Australian federal police confirmed they were looking at the dossier. They also made clear they have the powers to prosecute individuals for offences such as war crimes, even if committed outside of the country.
The pressure on the Australian authorities to conduct an inquiry comes at a potentially embarrassing time. Next week, Australia is hosting a meeting of 54 leaders of Commonwealth countries, among them Sri Lanka’s President Mahinda Rajapaksa.
There are differing reports as to whether Mr Rajapaksa is himself named in the dossier.
Palitha Kohona, a joint citizen of both Sri Lanka and Australia who currently serves as Colombo’s representative to the United Nations, is already being investigated by Australian federal police over his alleged role in a surrender deal, first revealed by The Independent, in which several senior civilian members of the LTTE were shot dead.

It is true that you want to stay in the western countries where you are. But please don’t lie. Talk with people who affected the war. Everybody in Sri Lanka are happy because there is no war there. The affected Tamils who now live in the North and East , reject the allegations against the SL army. Only the people in the west are so feared because of their refugee status. So pathetic.

Ah yes the usual whiny nonsensical talk of a demoralised Tamil having a good life in the West but now missing his killing machine and wanting it back at all costs, while trying to seek revenge for this loss. Do tell us why your Prabakaran facilitated Rajapakse’s election victory in 2005 which Tamils such as yourself hailed it as the greatest "strategic" move ever in the “grand scheme” of seizing Sri Lanka and tossing all non-Tamils to their deaths. If he had not done that, you would not be in the demoralised and depressed state you are.
The truth however is that what you and other “Western Tamils” want desperately is to go back to the good old days where your kind could sit back and enjoy the daily "purification" of non-Tamils and constant handing out of threats showing off your “power”. Now you cry “injustice” and seek revenge (and a time machine?). Guess you’ve forgotten all the “rivers of Sinhala blood shall drench the island and cleanse it a new making the soil pure for our new future” speeches at your gatherings and rallies held throughout the West back in 2005 and 2006 when times were good and you were itching for the “final war” that the LTTE promised would sure be the “final war” where you would be the absolute victor (and indeed your vicious activities and vicious propaganda created this image so powerfully that Sinhalese believed this to also be the “out come” of any war just as you did, but unlike you having it good in the West they lived in absolute fear of annihilation at any moment).

It was a female suicide training facility where young girls are raped and beaten as part of their conditioning/training (Tamils abusing Tamils), which you Tamils (as per UTHR report) admitted to, but blamed Sinhalese (as you do) for destroying it. Too bad, it was a completely legitimate target. Rather than blaming Sri Lanka for all you "ills" why don’t you take responsibility for your actions? Your kind are the ones who launched an "armed struggle" after all and spat on every ceasefire, abused every peace negotiation while revelling in war and misery you inflicted boasting about your "power". You wanted a military victory to brutally crush the Sinhalese into submission in every sense imaginable and show who "the great dominator" is. Things didn’t go your way. Well tough luck.

Its no different to the manner in which brutal Tamil fighters wrapped in ammunition and armed to the teeth morph into "civilians" when they die. Don’t forget those "senior civilian members of the LTTE" were innocent darlings that never laid their hands on a weapon nor advocated hatred or annihilation of another race or took part in the planning of brutal killings of non-Tamils, they were hmz office clerk types. So, what about that guy the US bumped off in Yemen who was a US citizen he wasn’t armed and was a civilian too. What happened to his rights when this crime was committed? Where were our dear friends like HRW? The US even has a "Target list" of "undesirables" it wants to get rid of that anyone can check and "assist" in. Wonder where the human rights vendors and "justice seeking" Western free media are on this one, just imagine if such a list was made by a non-Western country? Poor Hague might be losing his scalp as he along with others would bark loudly against such an "outrageous listing of people who deserve to be killed".

Oh dear! Your colleagues at the Times won’t be happy to hear that! They claimed “credit” for this (bogus, fact less and vicious slur) first!
Now as for targeting the Admiral, these “jurists” have proven to be extremely bankrupt, pathetic and dare I say incompetent and corrupt opportunist’s not genuine crusaders of "justice", "fairness" and all that good stuff. They haven’t really made any direct link to him, or the rest of the SL Military for its "crimes", and they even admit it, instead they have relied on the always credible and ever available "anonymous witness" to allure to his "guilt" when they actually cannot prove it (but he’s a brown skinned man and such a lot only do these sorts of nasty things and fight dirty don’t they! Only the white man fights clean and honest, thus they are guilty by default when the West says so!).
Of course the hard reality is that NO concrete “evidence” of “war crimes” exists, its innuendo and just propaganda by the Tamils who lost (same Tamils the West has been backing for 20 years) who are now supplying “evidence” to excuse their defeat, being spurred on by a frustrated and vengeful West furious over the loss of a potent strategic asset in the region and powerful tool of manipulation against Sri Lanka. Since that moment the West has been pulling its collective hair out (well i doubt Hague has) to find a new "weapon" to dangle around Sri Lanka’s neck to make sure Colombo will always be "good boy" and do as masters says.
The "evidence" presented by the Tamils when analysed properly reveals to be their own handiwork -of the killings they committed and filmed as war trophies to show their benefactors in the West to sit back and enjoy upon victory. With the much wanted brutal military victory and subjugation of Sri Lanka the Tamils hoped for being denied to them in 2009, they have “re-packaged” the footage to pursue another different kind of victory tinged with revenge.
It is well known that LTTE propagandists (sorry “journalists” ) operated on the front lines as armed cadres with camera’s in tow to film their “freedom activities” (the butchering of civilians and soldiers). And all done for the enjoyment of the Tamil diaspora harboured by the West, show how their donations are doing wonders in "sorting out" the Sinhalese -see the 1996 videos complied into "war movies" of the fall of Mullaitivu where 800 soldiers trapped in the base after its fall are shredded into pieces and their screams as well as the hackings can be seen. This video in particular sold like hot pancakes in Toronto, Paris and London it was inter spliced with the hackings to death of Sinhala farmers and their families living in the so called “border villages” with promises of how Sinhala Ruhuna ("the south") would be next. Many Tamils used to say the “work” of the LTTE put Tamil Nadu films that have gory hackings and other shackles of brutality that is the main stay of the “entertainment” industry there to absolute shame –can’t blame them since nothing beats the real thing.

It’s hilarious how moronic people like Andrew can be, but then again thats "journalistic excellence" now then isn’t it? What part of having a policy to minimise civilian causalities to the maximum/attempting to have zero civilian causalities translates into their being no civilian causalities at all and an outright denial such happened? The Government of Sri Lanka has long maintained that it had a "policy of zero civilian casualties" as in there was not any deliberate and intentional killing of civilians in the rules of engagement (the Army made this painstakingly obvious, undergoing many sacrifices and humiliations on the battle field in addition to conceding vast amounts of territory -e.g. around Omanthathi in a "V" shape -to enable this throughout the war period, which the LTTE used to their advantage to carry out attacks that the Western press in particular would gleefully enjoy).
This is what has been stated none stop since late 2006 (at the beginning of this phase of the war) when the Tamils humiliated by their Military defeats started throwing around this accusation of “civilians being killed” (dutifully parroted by the West without a shred of evidence to back it up –and since then has been “escalated” which is how propaganda works). It was first aimed against the Air Force as they weren’t too happy seeing their battle lines and units prepping for an attack being burnt to a crisp from the air nor did they like seeing decapitation strikes on the leadership, its all demoralising stuff you know. But apparently in the grand total of 2,000 air strikes carried out by the SLAF between 2006 to 2009 not a single Tamil fighter, leader, installation, base, bunker ammunition dump, heavy artillery position or vehicle was hit as per the "witnesses accounts" of the Tamil fighters themselves (highly reliable) and the mighty Western "free press". The SLAF has special bombs which home in on Tamil “civilians” only.
It is also very intriguing and very amusing how when the Government released its own LONG and detailed report in August 2011 only one line was plucked out by all Western media and associated NGOs then twisted to suit their pre-established narrative.
I am curious as to why the Independent (or any other Western media outlet for that matter) has not even bothered to mention or at least cover in a greater report (marinated with the usual concoction of vicious tales about Sri Lanka of course) bits and pieces from the extensive and detailed documentation, video evidence, testimonies from civilians, LTTE leaders in custody, child and regular combatants undergoing rehabilitation plus all the other materials provided by Sri Lanka regarding the war? At least in the name of fairness they could have glossed over it allowing Sri Lanka’s side to be heard a tiny winey bit. Is that not what the “justice” and “fairness” you deafen us and the world with day in day out over and over again is about and that y’all are all for?

Of course democracy is great. But why C4 has broadcasted a doctored video which has false message. GOSL has well explained the false facts in the ‘Lies Agreed Upon’ video. Please watch it and you will see how relaxed and happy the Tamils in Sri Lanka now. Do you think putting False video a democracy? First thing to ask is that, why they created such a false video to put a bad image upon SL? For who’s requirement? Basically it is Money. There should be something called ETHICS in journalism. If you say it is the democracy, it is a question!

This was well covered by Channel 4 recently. The Sri Lankan government allowed its military to herd Tamil civilians into a killing zone on the pretext of giving them shelter from the onslaught. Seems pretty clear cut. War crime.

What you have saw in the C4 is a doctored video with no evidence. You should first ask why C4 made that false video at the first place! For who’s requirement. Sri Lanka has not done any war crimes. If done, that is by Terrorists. There are terrorist chiefs in western countries. Accuse them if you really want the justice. But it will never happen as, the people who are making the noise are the same people who made the crimes.

Hello angrydave, I think you’ll find that even the Channel 4 video does not produce a shred of evidence, only allegations, that the Sri Lankan government herded the civilians into what you call "killing zones". The video does cite testimony that the Tamil Tigers began moving their weapons & forces into the so-called no-fire zones almost as soon as those areas were declared by the government and that civilians, who were being used as human shields by the Tigers, were shot at by the Tigers themselves if they tried to move away. The UN Secretary General’s advisory panel on accountability issues also cited plenty of allegations that the Tiger’s shot Tamil civilians who tried to flee the war zone. Is there any other self-styled "liberation movement" that murdered their own people in such a brutal and cynical way?
In fact more than 300,000 Tamil civilians were rescued by the Sri Lankan armed forces and are now beginning to put their lives back together again now that the Tigers are no more in Sri Lanka. Unfortunately you’ve now got their remnants in the UK, Australia, Canada and elswhere in the west, including the former head of the Tigers’ female brigade the Australian Adele Balasingham, who I believe would be arrested if she ever returned to Australia.

A channel in UK called C4 made a video with doctored videos with false facts. Then a panel assigned by Mr.Moon from UN came and did a so called investigation like thing taking evidence from the C4 video and without even thinking of the authenticity of the video and from separatists. I wonder from which sources they got evidence. You are talking about a trial. Ya ya.. I got it. You have big bucks to spend on people right? The money used to kill innocent people two years back.
