To: Members of the UN Human Rights Council

Dear Distinguished Members,

Re: Appeal for Unity and Unanimity in Calling for an International Independent Investigation in to War Crimes in Sri Lanka

In keeping with the spirit and letter of the UN Secretary General’s Panel of Expert’s findings we appeal to the members of the UN Human Rights Council (UNHRC) to revisit and reconsider their previous motion in respect to the war in Sri Lanka and in the light of new incriminating evidence not available previously, take remedial action by calling for an international independent investigation leading to prosecutions of those responsible for war crimes and crimes against humanity.

We hope there would be unity of purpose and the vote would be unanimous.

If the Sri Lankan government of Mahinda Rajapakse has nothing to hide; if the UN Secretary General’s Panel of Experts found “credible allegations” that both parties to the conflict committed war crimes, there arises a need to investigate both parties; if President Rajapakse believes he had defeated terrorists and is inviting the world to attend a seminar to share his experience in defeating terrorism; if he did nothing wrong; then why is he afraid of an impartial inquiry?

If Rajapakse stood alone at the UN as a young man fighting for justice for those massacred after the insurgency in the South was crushed by the Sri Lankan government, why is he then rejecting calls for justice for victims in this case?

What happened to the 146,000 civilians in the Vanni said to be unaccounted for?

These are question that the UN Human Rights Council members must ask of their conscience.

Hopefully the answers will spur the members to deliver a unanimous vote for a motion calling for an UN initiative by way of a UN Security Council resolution to establish an international independent investigation.

Only an impartial investigation will bring closure; there is a need to count the dead and the disappeared and for justice to be served.

A lot rests on your shoulders.

Yours truly,

Sri Bavan Sri-Skanda-Rajah PhD Cantab
