This year, the International Association of Professionals in Humanitarian Assistance and Protection (PHAP) will offer two Advanced Professional Trainings in Bangkok: a three-day Core Training on Humanitarian Law and Policy (23-25 May), followed by a two-day Thematic Workshop on Protection of Civilians and Islamic Law (26-27 May). Please scroll down for more information about these two events.
The Advanced Professional Trainings on Humanitarian Law and Policy, now in their eleventh year,  are organized by the International Association of Professionals in Humanitarian Assistance and Protection (PHAP) (aisbl), in cooperation with the Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University. Jakarta 2009 Core Training
The Core Trainings are conducted over three full days and serve as unique opportunities for acquisition and refinement of the skills necessary to address contemporary humanitarian challenges. Lectures, case studies, and simulation exercises are integrated into a curriculum narrative informed by legal principles, recent scholarship, contemporary challenges, and current debates. The trainings are tailored to professionals interested in gaining foundational knowledge, developing a strategic perspective, and engaging in exploratory discussions regarding potential responses to emerging legal and policy questions.
Diplomats, government officials, professionals from non-governmental organizations, and United Nations staff will find the curriculum designed to address the legal, policy, and practical challenges encountered in humanitarian operations in situations of armed conflict. Others with substantial interest and relevant experience, including members of the military, journalists, applied researchers, and policy analysts, are also encouraged to apply.
The sessions are developed in close cooperation with the Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University and presented by internationally-recognized experts and instructors in humanitarian law and policy.

Those attending the Core Training on Humanitarian Law and Policy in Bangkok in May 2011 are also encouraged to attend the two-day Thematic Workshop on Protection of Civilians and Islamic Law, immediately following in the same location (see details below). If you are interested in also attending the Thematic Workshop, please simply indicate such on your Core Training application form – there is no need to apply separately for the two events.

Thematic Workshop on Protection of Civilians and Islamic Law 

Bangkok, Thailand

The Thematic Workshop on Islamic Law and the Protection of Civilians is designed to introduce humanitarian professionals to Islamic legal thought on war and civilian protection.
The Workshop will first provide a conceptual introduction to Islamic law. Participants will first learn about the basic terminology for speaking about Islamic law, its sources and its basic precepts. The workshop will then provide specialized segments on the classical Islamic rules of war, contemporary justifications for the use of violence on the part of jihadi groups, and the situation with regard to Islamic law and Islamic insurgencies in Southeast Asia. Particular attention will be paid to the contemporary debates over the legitimacy of targeting civilians in Islamic law, the status of international humanitarian organizations, and the possible tools for negotiation with Islamic militant groups.
Core issues to be addressed:

  • The sources of Islamic law
  • The classical Islamic rules for fighting Muslims and non-Muslims
  • The use of Islamic law on the part of contemporary militant groups
  • The use of Islamic law to respond to contemporary militant groups by prominent global scholars
  • The place of humanitarian actors in armed conflicts involving Muslim militant groups

Thematic Workshops are open to those who attend the Core Training immediately preceding in the same location, as well as to alumni of previous standard Core Trainings on Humanitarian Law and Policy.
If you have already attended a previous standard Core Training on Humanitarian Law and Policy (whether organized under the auspices of PHAP, HPCR International, or HPCR), you may apply for the Bangkok Thematic Workshop directly.
Otherwise, please apply for the Bangkok Core Training and indicate on the form that you would like to stay for the Thematic Workshop.
