As an organisation experienced for more than two decades in submitting cases of human rights violations to the United Nations – Special Rapporteurs, Working groups and Treaty bodies (Committees), it is our duty to guide other organizations in how to submit cases which are in their possession.

We are aware that many organizations which have no experience in the field of human rights have collected and are collecting many individual cases on the alleged violations of international humanitarian and human rights law during the final stages of the conflict in Sri Lanka.

In fact the Panel of Experts appointed by the UN Secretary-General is interested purely in those cases that have taken place during the final stages of the conflict.

Whoever possesses such information could submit those cases, not only to the Panel of Experts, but also to the UN Special Rapporteurs, Working groups and Treaty bodies (Committees) as well.

If anyone is in possession of details of earlier violations – which took place a few months or years before the final stages of the conflict, those cases could be sent to the Special Rapporteurs, Working groups and Treaty bodies (Committees).
